The estimated cost of defrosting teachers' careers stemming from the State Budget Law for 2018 (OE2018) is 574 million euros until 2023, but the same source did not advance what the state has so far charged with the measure.
According to the Finances, the unfreezing of progressions for teachers, which are being phased in, as is the case for all civil servants, represents an average salary increase of € 309 gross per month between 2018 and 2023, ie a further 15 %.
This measure stems from EO2018, which resulted in the thawing of all public administration careers that were frozen between 2011 and 2017, but did not take into account the years of freezing for careers progressing on the basis of length of service, such as case of teachers.
The Government's decree of law that allowed the recovery of two years, nine months and 18 days for teachers will cost 196 million euros, which goes to 240 million euros if you include all special careers, such as case of the military, for example.
That is, with the two measures (thawing via the OE2018 and recovery of two years, nine months and 18 days), the total burden on teachers' progressions will be 770 million euros by 2023, explained the official source.
On the other hand, the Government has defended that the amendments approved on Thursday in the parliament in specialty, with the favorable votes of all the parties except for the PS, and which stipulate the recovery of all the time that was frozen for teachers (9 years, 4 months and 2 days) will have an impact of 800 million euros per year on a cruise year.
However, in these 800 million euros, teacher progressions correspond to 635 million, with the remainder being allocated to progressions from other special careers if full time for all is applied.
The amount of 635 million euros includes the 196 million euros that are foreseen in the decree of law already in force (which recovers 2 years, 9 months and 18 days).
Based on the figures released by the Finances, the additional cost with the full recovery of teachers' time of service will thus amount to 439 million euros.
The diploma with the amendments to the Government decree on the full count of the time of service of the teachers will still have to be approved in plenary before following for promulgation by the President of the Republic.
The Prime Minister, António Costa, threatened to resign the government if the Assembly of the Republic approves the changes decided in the specialty.
