Cinema Platform expects "clear vision" of new minister Graça Fonseca for Culture - News

Present Assistant Secretary of State and Administrative Modernization, Graça Fonseca was today named as new Minister of Culture, within the scope of a government remodeling.

Graça Fonseca replaces Luís Filipe Castro Mendes, who was nominated in 2016, whose mandate was marked by several challenges, in particular financial support, namely on the new model of support for the arts and regulation of the law of cinema and audiovisual.

According to Cíntia Gil, programmer and director of the DocLisboa festival, Luís Filipe Castro Mendes was "a terrible minister" and "had no capacity to deal with the complexity of the sector".

During the mandate of Castro Mendes, the cinema and audiovisual sector went through a long period of waiting for a consensus on the legislative regulation, only concluded earlier this year, after almost 18 months of attempts at " procedures, "according to the minister himself.

The delay was due to the lack of understanding among all the agents, mainly because of the model of appointment of the juries of contests of financial support by the Institute of Cinema and Audiovisual (ICA), contesting the professionals the possibility of "interference of private interests , in a public system of support ".

The 2017 financial support contests only opened in May of this year, several months late, those of 2018 are still waiting for final decision.

The Cinema Platform reminds that the new guardianship "will inherit an open problem", which is this legislative regulation – with impact on the support contests -, because it was referred to parliamentary appreciation.

Graça Fonseca will take over the portfolio and will execute a budget stipulated in the mandate of the predecessor, which, for Cíntia Gil, means the minister "has no room for maneuver".

"But there are a lot of things that can be done that do not run out of budget," he said.

The Cinema Platform brings together more than a dozen structures related to the cinema and audiovisual, such as the Short Film Agency, Apordoc – Association for Documentary, the Portuguese Filmmakers Association, the short festivals Vila do Conde, Queer Lisboa, DocLisboa, IndieLisboa and Monstra and the Associated Independent Film Producers.

It also includes the trade unions CENA-STE and SINTTAV.

The President of the Republic will inaugurate the new Minister of Culture, as well as the new ministers of Defense, Economy and Health, on Monday at 12:00.

The corresponding secretaries of state, to be appointed, will take office on Wednesday at 11:00 p.m.

With Luís Filipe Castro Mendes, the Secretary of State for Culture was led by Miguel Honrado.

In the executive of António Costa, this is the second change in the folder of Culture, after the departure of João Soares.

These new changes in the XXI Constitutional Government were announced today, the day after the approval by the Council of Ministers of the State Budget proposal for 2019 and the day before its delivery in Parliament.
