The payment of progressions to civil servants will increase to 75%, this month, the Jornal de Negócios reports. Under the State Budget law, this increase only applies to progressions that began to be paid in 2018 and 2019.
Over the past seven years, career progressions have been frozen. State employees whose progression depends on evaluation have continued to accumulate points, which are now reflected in the payment of progressions since the beginning of last year.
Although progression times have been thawed, the Government has opted for phased replenishment. In the State Budget for 2018 and 2019, it was defined that 25% would be paid from January 2018, 50% from September 2018, 75% from May 2019 and only reached 100% in the last month of the year.
With the discussion on the recovery of open service time in Parliament, the Government has approved a diploma that recovers between two and three and a half years of services, in some cases, special careers.
When the diploma was approved by the Council of Ministers, the Government announced that the teachers – belonging to the special careers – would have until the end of May to choose the model of recovery of the time of service. Thus, instead of the first progression after 2019, where they would be recognized for two years, nine months and 18 days, teachers will be able to opt for 33% of this time in June 2019, 2020 and 2021. The latter option would result in an acceleration of progressions , and twice this year teachers could progress.
Although the diploma has not yet been published in the Diário da República, the Government does not waive the choice until the end of this month.
"The proposals for a full recovery of two years, nine months and 18 days for all career teachers at the beginning of 2019 have a much higher financial impact of some € 196 million, as they imply the immediate teachers and with effect to January 2019, "said a statement from the Ministry of Finance.
