The President of the Republic said today that if the errors in the rescue of the victims of the fall of the INEM helicopter in Valongo on Sunday are confirmed, this means that "the State has failed".
"What appears in the preliminary report [da Proteção Civil] are four failures: two from NAV [Navegação Aérea de Portugal] and two of 112. It is a lot of failure and a lot of failure means that the state failed if the conclusions of this report were confirmed, said Marcelo Rebelo de Sousa, who was speaking to journalists in Mealhada.
The Head of State stressed that he hoped that the findings of the preliminary report in the final report investigation would not be confirmed.
The preliminary Civil Protection report on the fall of the INEM helicopter in Valongo, today announced, points to failures to NAV Portugal, 112 and the District Relief Operations Command of Porto (Civil Protection).
"Contact with the Rescue Cordination Center (RCC) of the Portuguese Air Force to identify a possible accident with an aircraft, both by NAV Portugal and CONOR [Centro Operacional do Norte do 112], was not carried out with the necessary timing, and could have compromised the response time of the search and rescue means, "says the preliminary report of the National Authority of Civil Protection (ANPC).
