At the end of this visit, the head of state was confronted by journalists with the possibility that the Left Block would enable the new Basic Health Law if the PS and the Government agree to withdraw from this legislation the references to Public Private Partnerships (PPP) in the sector, referring the solution around the PPP issue to the next legislature.

Marcelo Rebelo de Sousa, however, opted not to comment on this development in the political debate announced today by the coordinator of the Left Bloc, Catarina Martins, claiming that the legislative process of the Law of Health Bases in the parliament is still going on.

"You know that I, in relation to this law, as in relation to all the laws still in the Assembly of the Republic – there must be between three and four dozen – in the hands of the Members, the principle is not to speak" , answered.

Before the journalists, the President of the Republic pointed out that this set of diplomas pending in the Assembly of the Republic may or may not reach the Palace of Belém, with a view to its appreciation.

"They will come or not in a few weeks, a month from now, or soon after. And when they arrive, one by one [das propostas], I will examine and decide. I have tried to do this with some speed. "

The head of state in this context noted that this last week, for example, received three or four diplomas "that were promulgated," but also warned that "parliamentary work has its rhythm."

"It means that there will still be votes to be made, final drafts to be completed, publication in the Diário da Assembleia da República and deadline for complaint. Closing the parliament work only in a month, that means there will be diplomas that will only reach my hands at the end of July – and hopefully not in early August, "warned the head of state.

Only then, according to Marcelo Rebelo de Sousa, that is, perhaps in July, will he know then his decision about the promulgation or not of diplomas, among them the Law of Health Bases.

"I am attentive to all [as propostas de lei em discussão], to all. There are ones that are more talked about, there are others that people do not imagine, but they are equally important. One by one, when they reach my hands, I will naturally decide, "he insisted.

In the Health Bases Law, the President of the Republic has already left several warnings that he disagrees with a political law – for example, only the left – and the PS softened the text of the Government's proposal regarding PPPs, with a pure and simple reference to its elimination, although conditioning the development of these partnerships between public and private in terms of future.

This change made by the PS to the text that came to be subscribed by the Ministry of Health, among other consequences, and caused the Left Block began to threaten to prevent the approval of the diploma.

The prime minister, António Costa, has defended that the new Basic Law should be made for several legislatures, not being the result "of a conjunctural political majority", and should merit the agreement of the President of the Republic.
