New fees and licenses take effect in Silves

The municipality of Silves says that “this normative instrument recommends the downward revision of the value of municipal taxes and the strengthening of tax exemptions, especially in the field of green fiscal policies and the fight against climate change, as well as their adaptation to the new PDM of Silves, the first in the 2nd generation Algarve ». The council also adds that the rules are adapted “to the new municipal competences transferred by the State, thus regulating the entire universe of fees that are charged by the municipality of Silves, which facilitates the taking of its knowledge both by the municipal services, and by residents and potential investors ”.

The municipal executive makes use of the new regulation of municipal fees and licenses to implement public policies and strategic guidelines established for the geographic area of ​​the municipality. The municipality says that the regulation aims to:

    • Stimulate investment, competitiveness and entrepreneurship, and, consequently, leverage economic and social development, by privileging economic activities and all those that generate wealth and cohesion, especially those that are innovative, sustainable, job creators or valorizers the identity of the municipal territory, without prejudice to safeguarding the environment, green areas and public space;
    • Promote the valuation, protection, enjoyment and dissemination of cultural heritage, as well as facilities and equipment for collective use of a cultural, sports, recreational and social nature, as a way of promoting the municipality of Silves and attracting visitors and potential investors;
    • Encourage the rehabilitation, regeneration, recovery, improvement and conservation of existing buildings, especially those located in historic urban centers or in urban rehabilitation areas, as well as the completion of unfinished works, as a way to boost urban rehabilitation and regeneration, and, by this way, to rescue and improve the quality of life of the populations in the urban environment and dispersed population agglomerations;
    • Protect the environment, by encouraging eco-innovation and resource efficiency, reducing energy dependence on the outside and inducing more sustainable production and consumption patterns, while simultaneously combating and mitigating the phenomenon of climate change , based on the Intermunicipal Plan for Adaptation to Climate Change in the Algarve (PIAAC-AMAL), which is aligned with the main objectives of the European Strategy for Adaptation to Climate Change (EEAAC) and the National Strategy for Adaptation to Climate Change (ENAAC 2020 );
    • Always ensure a suitable adequacy of the fees charged by private individuals and a balanced distribution of the coverage of budgetary costs with the services provided, as an expression of the materially adequate equality of fees, which requires that each individual contribute according to the average cost or value of the services. administrative benefits for which it is the originator or beneficiary;
    • Take into account tax exemptions aimed at fostering business initiatives of municipal interest, carrying out activities of manifest municipal public interest, as well as ensuring the effective application of the principle of positive discrimination to those who should benefit from it.
