The Municipality of Portimão has reached an agreement with EMPARK and will now manage 400 parking spaces, located in the central area of Portimão and Largo do Dique. This situation follows the redemption of the concession of these same spaces recently concluded between the Municipality and that concessionaire company, which since 2000 has been exploiting the respective surface meters.
This transfer of the concessionaire's contractual positions will revert to EMARP and will allow the return to public management of a nerve center in the city center and the Portimão riverside area.
It should be noted that EMARP has the power to manage municipal car parking spaces, including those necessary for the management, operation and maintenance of public parking spaces, and has staff with appropriate technical skills and equipment. The municipality underlines the definition 'of the management of this activity by EMARP for this area of the city which should, in the context of the revision of the parking regulation, provide for a tariff reduction, as well as a reduction in the total number of hours charged and places charged. In addition, the rotation of tolled parking should be promoted at times of the year and in areas where it is found that the supply of parking is not sufficient in the face of observed demand. '
The proposal for remuneration and intervention for the Portimão riverside and downtown area, to be presented by EMARP to the Portimão City Council in the short term, should also allow the recovery of redemption charges within a period of less than ten years and include the periods and tariff schedules, tariff and economic and financial model, taking into consideration the definition of two annual periods – from October to May (low season) and from June to September (high season).
As the redemption of concessionary parking is one of the main flags of the candidacy of the mayor of Portimão, Isilda Gomes, in the last municipal elections, the Municipality is currently in talks to redeem the concession of exploration of surface parcels over SABA, the other concessionaire operating in the city.
